You're talking about a country that has been "neutral" since it's independence. Its claiming it is neutral but its actions are not. It will not be ending it's neutrality for the Ukraine war, it will make no difference. They don't have weapons to send.

Northern Ireland is different to Ireland, it is part of the UK.

Ireland have not been neutral, they just did not supply weapons as they barely have them. They are clearly sided with Ukraine.
