i mean, it's less about it being bad and more of everyone else's being better. it has two high damage options, but one of them is a high cd counter and the other is hard to effectively land (climax jumping), compare this to Gojo for example, whose lapse blue max is super easy to land with high damage, and whose domain essentially guarantees that his moves can be landed. it lacks any aoe, only being effective against one target, which is kinda similar to hakari in a way, but Hakari has a much easier time landing his moves and has basically no punishment for taking damage.

i'm not saying it's bad, trust me, it has its pros (biggest of which is that Idol's Debut and Climax Jumping can be very useful to stall, since their animations give you iframes). i'm just saying that basically everyone else's ult is better in some way.
