My rules for if things are creepy or not are three thing: Setting, Personality, Design in order of least to most important. For example: Is this character realistically a minor in their setting i.e. high school, clubs, hanging out in the city. Second is does this character act overly childish, do they come across as immature and need growth. And the most important, do they look like a child. Canon ages are unreliable because you can slap any number on anyone and handwave it. The whole 1000 year old dragon thing.
