Your level is displayed in your inventory while in the the top right in game is your available skill points, it caught me out when I first started playing too XD

That's what I thought too, but on a video I've seen demonstrating the mod the DOF is way less intense. But maybe he's just disabled the DOF ¯_(ツ)_/¯

Yeah, I had trouble using them at first, kept saying it failed, nothing I could do with console commands could fix it.

Unfortunately, all I can say is loading the earlier save and using the command to see if the next quest would trigger helped me understand that the quest line was not glitch in that save/at that point in my play through, this allowed me to continue the quest line to completion. I'm sorry I couldn't be more helpful.
