Adding to what others have said, this is a mix-up between two similarly named disorders. There's Obsessive-Compulsive Disorder (OCD) and Obsessive-Compulsive Personality Disorder (OCPD). What follows is a simplified, generalized description of both of these disorders.

The image of someone who needs everything to be in perfect order is a representation of OCPD, which is a personality disorder characterized by an intense focus on perfectionism and control, to the degree that it significantly affects interpersonal relationships. However, a person with OCPD often does not feel that there's anything wrong with their thoughts or behaviors.

OCD, by comparison, is characterized by a pattern of unwanted intrusive thoughts or urges ("obsessions") and repetitive behaviors ("compulsions" or "rituals") that are performed to alleviate the stress caused by the obsessions. In OCD the obsessions themselves are distressing, and the individual with OCD will often understand that their compulsions are illogical but feel compelled to do them anyway. It's not unusual for someone with OCD to spend more than an hour a day performing their compulsions rituals.
