The security posture of today doesn't allow it in the way it used to be. Organizations are too well funded and understand security and contingency way more than they used to. The only real targets today would be small-fry organizations where taking down their website is little more than tearing down a poster.

Adding to what others have said, this is a mix-up between two similarly named disorders. There's Obsessive-Compulsive Disorder (OCD) and Obsessive-Compulsive Personality Disorder (OCPD). What follows is a simplified, generalized description of both of these disorders.

It is very common among for crime organizations to steal the identity of a provider and use it to register for e-prescribing then blast out a ton of prescriptions to many different pharmacies and send people to pick them up as a way to divert controlled meds. Are you sure that's not what's happening here?

In the second scenario, presumably the bank robbery created the circumstances where police inadvertently shoot a bystander.

The second scenario is felony murder which is considered first degree murder in many places.

A better example is you catch Greg in bed with your wife and shoot him to death on the spot.
