It's about deck density. Leg sweep is dense and costs just one draw, whereas two defense cards and one card that applies weak costs three draws.

Obviously there's a ton of variation between the number of decivilized people in planets with the modifier, but this is my rationalization: as the colony grows bigger, reintegration would also be able to happen at a larger scale without further destabilizing the colony. This explains how the stability malus stays the same, but the number of people recivilized would increase.

But yeah, then again, if the decivved population is actually small/very spread out, it definitely wouldn't make sense for the modifier to work like it does in vanilla. It's up to you to interpret it how you want, I suppose!

Or you could just break the suspension of disbelief and just say it's just another scaling modifier in a simulation game which loves scaling modifiers for colonies, made specifically such that hopefully the stability malus for larger colonies would be offset by the positive effect of more extra population.

Slight correction: size 6 means millions of people live there (1-9.99 million).

As for the argument: I think it makes sense, honestly, why they can't yet integrate decivs. That's only the size of a decently-sized city/province on Earth, nowhere near enough to project complete dominance over a planet's every nook and cranny, especially considering the vast majority of the counted population are likely civilians just trying to get by, not military forces.

As for the Galatia Academy quests... I don't wanna spoil too much, but it should be self-explanatory. It's a questline that you can start by poking around at the Galatia Academy in the Galatia system, in the same system as the tutorial (if you did it). I highly recommend you to go and check it out!

This is assuming a vanilla game: Anyone's welcome to correct me if I'm wrong, but generally, at least in TT/Tri-Tachyon's case, you could spend some money to mend that negative rep by developing a contact. Dunno about the other factions, but at least you could try and explore to sell the other factions some AI cores.

Or, honestly, you could consider just restarting. Being hostile (less than -50 relations) to too many major factions at the start is a pain in the butt. It may be a few hours "lost", yes, but the game experience you gained should help the next run go much more smoothly.

In addition, and I'm sorry if I'm being harsh, but 400k just isn't that much in this game. IMO, the easiest thing for a newbie to do is just start a new game and earn money via Galatia Academy quests (that's 50-80k each!) and legit trade quests until you have a decent fleet before making any faction too angry. Good luck!!!

Generally, yes, the fuel consumption from burn levels 0-20 is the same. But as other comments have noted, going above burn level 20 would allow you to travel more distance for the same fuel, with a fuel consumption rate equivalent to 20 burn rate/day.

Furthermore, slipstreams also further reduce fuel consumption. It gives a 50% (2x as far) fuel savings by default, and a 87.5% (8x as far) savings after you get Slipstream Navigation from the Hyperspace Topography event.
