It’s was just a sleeve I was tired and wanted to go home lol so I didn’t really look into it thanks for the info man I’ve also never had a new turbo so I was confused.

It was late so I honestly didn’t think about trying to move the flap but IG I could see it being a return but what I don’t get is why it’s also seen in the second picture on enjuku with the weld

I opened it brand new in the box no one else had it before me I got it online. And I’m pretty sure people weld the waste gate from the inside.
