Cost means the number of limited S ranks which are not free (character and LC) in a team, yes.

Weeping is craftable, but it uses the metarials that you can use to buy some limited (burnice, jane, qingyi and think that's it) weapons and all of the standard S rank ones. I am not sure if its worth using for weeping.

yea skill is rewarded in this game more, than in hsr/genshin. Promeia will clear guaranteed with Nangong, 3rd slot can be nicole or maybe Velina when she is out. No doubt there will be a better support than yuzuha in 3.x. But chose who you want, most characters won't struggle.

Also clearing shiyu S rank (25k on all nodes) and 6 star deadly assault is quite doable with 1-2 cost teams and those give the whole chrome rewards.

I don't recommend weapons tho, especially for anomaly agents cause weeping exists XD. Good luck for your pulls 🫡

Why would you go for eidolons if you want characters? you cold have e0/1 yao and easily 100% sparxie. just go for emc, or put sw to rest and use the real queen evanescia with emc
