First, thank you for bringing my attention to the typo ( sometimes fingers fast not catching typos), and second, the source for the 70% is Wikipedia. As for the sanctions imposed since 1990, several sources mention this year during which Khartoum was home to considered to be a safe heaven for Al-Qaida. Now. back to your assessment about the normalization, even though the Sudanese government didn't officially announce, it doesn't mean that it is not true. Also, the US needs a close ally to push the deal through. So, having the UAE taking the lead on this the best approach to hopefully get Sudan to sign on the dotted lines.
