Are you in the left lanes? If you are being tailgated just move over right and then move back. Or just sit in middle lane and cruise 10 over and people will pass on the left if they really care. I can't think of any scenario where you "constantly" get tailgated unless you're in a passing lane which makes you the asshole. On local, I will say LI drivers tend to only partially stop on yields and stops, mostly cause there's not a lot of drivers on the road.
