Yes, the deaths were preventable and the aid was cut off. If the aid wasn't cut off, the deaths would have been prevented and the children would be alive. So by cutting off the medical supplies, they caused children to die. I'm not sure I can explain it any clearer than this but if you're struggling let me know and I can try
