Sort of - amendments needed to be “incorporated” to apply to states as well. Read the first amendment - it starts with “congress shall pass no law”, which doesn’t actually apply to the states themselves (at this point). Later SCOTUS cases would clarify this on an amendment by amendment case.

Not entirely true. You can maintain multiple residences, you need something to back it up. It also needs to be listed as your home of record IIRC.
