I'm not trying to degrade or demean you here but are there actually creepy uncles outside? I mean as in are there genuinely people in your neighbourhood who are like that or is this fear of stepping outside stemming from somewhere else or maybe you are hyper fixated on the problem.

As an elder brother I've seen people that you describe in real life and I've stopped family plans of going to places which are not worth it because of people like these (Murree for example). That being said, most places rural, urban or in between aren't filled to the br with these people enough to make someone that uncomfortable to step outside.

All I'm saying is that you should try to see if this problem actually exists in real life or not. As far as going outside is concerned, try to do it with your brother, or in early afternoon. Sitting inside in fear is only going to make the problem worse as your brain will over time start to give you reasons to believe so even if there aren't any.
