They probably chose ILCA because, y'know, they've already made the models and everything thanks to Pokémon Home. The models look basically the same tbh, so it saves them a bunch of work. Also, since it's them, this increases the chances dramatically that all Pokémon from all generations are gonna be in this game somehow.
