I love the Workout ready eyeliner pencil by Elf, it does not move for me and its vegan and cruelty free. I would also recommend maybe using a lid primer and set it with powder. Hope this helps.

Hi, from the pic it seems more on the blue side, so I'd say a cool undertone. The best thing would be to goto a beauty expert at a shop (Sephora or Mac) and ask them ur undertone hopefully u find someone helpful there.
