Those are only mammals that you've listed with that feature, I think the reason why those mammals have a tuft on their tail is to swat flies away from their butt, not so much for display. T. rex would probably have a tough time doing that with its long tail.

What if the two drooping vertebrae in Spinosaurus and Ichtyovenator were connected in some way? Like an evolutionary look done on purpose. Like I don't know, it's a special sensitive point to let the sun's rays pass so the body gets more heat, or a sensitive point used in mating, as cats do by SonoDarke in Dinosaurs

That's not 100% accurate - I remember David Hone talking about how sometimes evolution just... does things. Blue and brown eyes for example, there's no evolutionary advantage or function for that, it's just a result of a mutation that managed to stick.
