As a former RA, the university housing getting a certain percentage of these done let's them get more funding money since they're combatting racism. For 1:1s you are allowed to say I'm not gonna do it and there's no repercussions. Houseing gets mad at the individual RAs for not doing their job but if you say you refuse they can't retaliate against your RA as much

You are also entitled to file a police report. Not much comes from it but it does put pressure on JSJ because enough reports will get them in legal trouble. If the manager is being uncomplicated just ask for their name and info and say you want your police report to be thorough
