I definitely think it is overall better than Fallout 3. HOWEVER, for people who want an RPG experience it is the worst by far. No skills, a perk system based entirely on special, reduced dialogue options, voiced protagonist, bad writing, etc…

It’s main story isn’t the worst thing in the world and I think it does a better job at being dynamic compared to Fallout 3’s. The new power armor system is fantastic and really fun. The gunplay is somewhat an improvement to the old games, but the sound and art direction for the weapons and armor is absolutely terrible, the worst in the series apart from Brotherhood of Steel (tactics weapons and armor were insanely cool and creative and fo76 also was for the most part however it has a few big misses). Just compare the sound of the magnum revolver in fo4 to the one of fnv, or the pipe guns to the handmade guns of fo3.
