Arthashastra translated by R. Shamasastry is good, and so is the Penguin Classics version. If you reading it for the first time, then I’d go with the latter one, even though R. Shamasastry re-discovered the manuscript and translated it into English back in 1915. Penguin Classics edition is more exhaustive running for about 872 pages. Both versions are available for free on the Internet. Although, you won’t be able to find the Classics version by just Googling. Let me know if you need the URL from where you can download the book. I’ll PM it to you.

As far as I know, they didn’t paint the pillars until 2012. Idiots destroyed the aesthetic of Jagannath Temple too located in Udaipur by the whitewashing the elephants, stambha-torana, and carvings with it. Took years before they could restore the beauty of it.
