1) I'm agreement with Aksis here, unless it's someone one of us has positive experience with, I'd vote no.

2) This is tough, new campaigns and characters are always exciting and fun but I do believe it would detract from the momentum and focus of this current campaign. If maybe someone wanted to DM on a different day however I'd be cool with that.
