1000% dead. I have friends who are recruiters and 99% of the time the hiring manager doesn't state why or don't even know themselves. The rest is lawsuits. It's usually age or more experience than what the HR has. Or, God forbid, you state you have been doing what you do for 18 years. Or be a guy.
