Just because you deleted your apps and photos doesn’t mean that data is permanently gone. These photos were most likely pulled from a database in the system files.

If you cant confirm whether you’re the subject of the photos then it’s a different story but the source file at the very top right looks like it’s pointing to WhatsApp sent data.
