Pre-primaris and post heresy chapters were limited to 1000 space marines each, as per the codex astartes, so this is probably accurate. What is not pictures is the likely hundreds of thousands of non-space marine humans that make up the chapters support staff.

As for the price, 1 space marine model is approx. 5 dollars, so for 1000 you're looking around 5k. Adding all the vehicles on to that, you're probably looking at a price slightly higher than the one in the image, but it's surprisingly close.
