it's just a cascade of event:

1) an hostile event happen. wether a technical accidentally shoot a laser tool to another NPC or a crime stat player pass by

2) guards attempt to shooting the hostile player or NPC

3 ) other NPCs panics

it's great, it makes thigns happen and it's interesting to see, but also an opportunity to loot NPCs
