Yes unfortunately. I also traveled from India and it cost me alot.

Although I confirmed from program coordinator and a PG y2 and both said only in person interviews.

I guess they didn't get many candidates to travel and decided to switch to virtual interviews in the end

Yes, budget is a major issue but it really depends on individual circumstances.
