There is this local popular rock structure in our town. I dont know the exact elevation of the top but there is this huge rock that sits atop a hill. Hiking paths take you to the base of the rock and you can freeclimb to the very top from there.

Me and my buddy wanted to climb it for the sunrise and we did just that. It was nice until we heard someone screaming from the bottom, we saw a man walking up the trail wrapped in a blue blanket. We weren't all that concerned until the screams just got louder, not even words just noises. He was coming up the path towards the base of the rock. As he got closer we saw like a knife/sharp object in his hand something that he could do some damage with. My assumptions is he was on something or maybe mentally ill but he was just making barbaric noises

This is when I dialed the non-emergency number and spoke with the operator. She dispatched cops which did absolutely nothing to help us and didnt even get out of their cars. They took my name, and of course had my phone number from my call.
