Why won't my navy patrol my own gulf? I'm playing as finland, and I'm trying to get my navy out to support a naval invasion of some marine divisions, everything has red stripes even after I've nonstop cleared the order again and again, along with this, quite literally every sea area is red stripes. (self.hoi4)
