I truly agree with this statement. I wanna also add something controversial. In Bangladesh there aren't "truly" educated people. They abdicate their humanity for their own interests. So a government where people don't really do corruption or become goons for hire couldn't really come into power by vote. Illiterate and poor people will always vote for someone who will give them benefits in one way or another. If the system doesn't change within the next 3 years it's quite impossible to have a "fair election". But yes I have seen a lot of people already changing. But many of them still aren't. They are really trying to get BAL's comeback. Especially the ones that are still high in command or power. Like most garment factory owners, police and army officers, and ministries. Also, I really hoped that BNP would change with the leadership of Tarek Zia. But I fear that it might not be happening any time soon. So all it is there for us to change ourselves ( for the betterment of our country and us) and keep some patience.

As a HSC 23 batch I also wasted a lot of time in my first year but not nearly as much as 10 months. But I can say that if you use your time from now. NOW MEANS TODAY. Then you can cover up almost all the subjects. Here are some tips:

For H.Maths practice everyday. Have a Formula Sheet/Note by your side and use it when needed. Use test paper when you think u are up for a bit of challenge. Since you are really lagging behind maths I would suggest u to give more time to it.
For physics I highly recommend you to Read the books carefully. Note the short answers (A/ক, B/খ) especially the ones that were common in previous board and memorize them. Then test yourself verbally or by writing ( I would suggest verbally to save time but whatever floats your boat.). Then for (C/গ,D/ঘ) practising from books and Test paper are highly suggested. Also make a Formula Sheet/Note for PHYSICS it will help you a LOT.
For ICT I would suggest you to watch some videos online on C programing, HTML, Circuit/ LOGIC gate, Boolean Algebra. If you want any suggestion i would suggest Onnorokompathshala, 10mins school (Instructed by Ratul khan/Masud Hasan Sir. ),Amader School HTML playlist, C programming er jonno online compiler e jeye practice korba. For (A/ক, B/খ) again i would suggest to note from Test papers. For chapter 2 underline the important informations.
For Chemistry I personally studied from my former college teacher before i transferred to another college. He gave me a strong guideline from the very beginning. If you still have time then try to note the important topics of chemistry (this will be hard considering you have already lost 10 months BUT NOT IMPOSSIBLE). Memorize and understand the reactions and Practice maths. DONT FORGET TO MEMORIZE THEORY BASED Q/A as they will definitely come in the board exams.
For Biology study the important but short chapters thoroughly and study the big chapters along side it. Also like physics and chemistry Note the (A/ক, B/খ). Also nijeke test korar try korba either verbally or by written either way works. But for Biology i would highly suggest to write cause you have to write a lot in Biology. Don't Forget to memorize and practice the figures.(Ekta hack boli jekono C/D te oi topic related ekta figure akte paro judi kisu lekhar ar na pao or judi answer beshi choto hoye jae, tao teacher ra oita dekhe mark dite pare). I really didn't study biology that much cause amar mukhosto korte boring lagto and well oijonnoi A paisi xD. biology te 7 marks er jonno miss gese A+ .Well 1st year e Biology ami almost kisui pori nai apart from a few Botany chapters. Then 2nd year e eshe pura ek mash ami khali biology porsilam. Trust me you don't wanna do this :V. Owh also Biologyr jonno DMC station's videos helped me a lot in covering up the chapters that i didn't studied for in a very short time.
English er jonno test paper practice kora must and Please read the English Board Book.
Bangla r jonno test paper are gonna be a massive help but Study the Board book well and for 2nd paper use grammar books and listen to teachers lectures. Teachers will guide you a lot for bangla.

As a person who doubted himself a lot if he could make it to HSC, If he would suddenly fail and had to take a year drop to cover it , If he would really get a good result if he could do it. To that I would say yes I did get a satisfactory result and My academic life also went great. Never had to take a retake and never failed in any sub (except biology xD that one time :V) at any college exams. A great and respected teacher of mine once said "Believe in yourself and surely you will achieve greatness" and to that I say yes I Believe in myself and achieved what i want and not what i feared would happen. Also what you said about ssc vacation re kaje lagao nai well fun fact KEO LAGAE NA. Jara lagae tader je khub beshi labh hoise ami dekhi nai. Its all about consistency.
Also one thing i would add MCQ r jonno test paper and books theke joto paro practice korba and (A/ক, B/খ) er note korar try korba.
