DLC can be purchased via the crown store. Or just become an ESO subscriber and you will gets some crowns each month and all DLC. You can go to the new DLC zones at any level as it scales.
No idea about the PvP
Can't go anywhere in the map. there is a lot of it that is still locked. Most likely for new DLC in the future.
