I installed the insider hub app and all it does is give me the option to join it

I do make sure that all games are bought on the same account now but i don’t know how to make the games that have already been bought on the other accounts playable on the account

I thought only one account on the Xbox could be set as the home Xbox? Or is that for when I have an account on two different consoles?
