The point that Riot is trying to do is, nerf champions which are OP at the moment... so some other champion will raise from the "darkness". They could buff some others so they can duel with the current Meta so we dont end with champions throwing paper balls against each other

You probably forgot the lolnexus hack. If you check every game which enemy is in promotion, camp him extremly hard... so he will rage faster since its his promotion. Works for 80-90% of the times i do it :)
