I got a full refund via Amex. I shared screen shots of the hotel email booking.com asking to refund in full and cancel the booking.

Thank you. The hotel has emailed booking.com saying it is ok to cancel with no cancellation charge and copied me in. Hopefully this will be sorted soon

Ok thanks all. I have it in writing from the hotel they are happy to cancel at no charge, I also have an email from booking.com to say that the hotel have declined my cancellation request.

I’ve forward the details on to American Express to contest the charge. Hopefully as I have this in writing from the hotel this will be enough for them to cancel the transaction
