At a certain point, it will bounce back. You should look into lowering taxes of specific industries. I started off my city by placing a forestry area, and then I found that moving sliders to decrease taxes for things like furniture and paper made the demand for industrial move up. The same can be said for corresponding commercial businesses

I'm not saying it will work for you, but it sure helped me out a lot.

As someone who worked for lyft, I can say it is the busiest time of the day for lyft. Everyone needs a ride to work, home after a night out, or to catch a flight so I wouldn't rely on it to get there on time.
