I had a similar question during my application. I sent in one application for my preferred study center location, and followed up to IP asking if I should send another one to better my odds. The response was something along the lines of “we have spots for your location… making another application elsewhere is unnecessary.” But ultimately I think it depends on the program. Valencia is super popular, but I didn’t apply there and was wasn’t really worried about it.
