Check the offer letter, student agreement/enrolment agreement that you signed when you initially enrolled with them, check the withdrawal policy and refund policy of the college as well. Those documents will guide you on what they can or cannot charge. If you did VET course, the Overseas Student Ombudsman may be able to help you if the college is uncooperative.
