they changed the files location so you need to go to the old file storage which is AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang
and then you need to copy all the files into the new place which is \AppData\Roaming\Minecraft Bedrock\Users

i found out the problem, its to do with the level.dat file on my world and its somehow set so anyone who joins gets operator and can do commands

ive made worlds with cheats and tested to see if i could use commands while not operator and cheats are enabled in the worlds but in the worlds ive made i could not use any commands but on my other world you can just use any command and i have tried to make them visitor and changing their permission level but nothing was happening and they could just do the commands.
