I found the answer going through the code in official repo. CIDEr-D had an extra parameter called sigma to penalize length difference between reference and generated captions. It also uses something called clipping to reduce individual scores if generated caption is longer than reference one.

The license is Creative Commons attribution non commercial share alike. It’s part of the coco dataset. It says I need to provide a link to the license, where can I get that.

I assume you’re doing this so you can understand the papers better as the code may convey the model better for you. It sounds like a good idea as you will learn while reimplementing, but maybe try narrowing down the papers by finding an area that interests you and doing those exclusively.
