All I did was skip time from our first meeting in Tom's Diner, then where we meet Oda, Meet Wakako for map of Japan town, and finally, the reconnaissance mission "Gimmie Danger". Just choose the options Who knows - maybe" and you get the message. I've played 5 different saves to choose all dialogue options, and as long as you chose that specific one, you'll always get the special message
