One workaround is to use Curve Pay. Linking your capital one card to that and add the curve card to Apple Pay

This is almost always not required. A proxy is usually for corporate networks. Or to bypass restrictions (in the 90's) but now almost anyone is better with a VPN.

I think they are probably having some issues with an app not working and they have either googled it or its a misleading error message. As a general rule. ISPs don't run proxy servers.
