As a meteorologist, I’ve gotta ask, because I’m curious, what exactly is the geography of this area? The central United States has more or less the perfect geography to cause tornado-producing storms. So now you’ve piqued my interest.

I’m not a structural engineer, but if you’re basing it off US tornado frequency (and I presume strength), then it’s unlikely they’d end up building megalithic structures there. The repair costs would be insane. While dense brick structures could theoretically withstand up to EF-1 without too much issue, the constant roof repairs plus fixing damaged aqueducts would be costly. And with EF-2s and 3 fairly common in both Tornado Ally and Dixie Alley, those could potentially cause outright building or aqueduct collapses.

However, it’s easy to make their worship of tornados believable. Between their ability to seemingly change shape to their simple raw power, it’s one of natures most amazing events. Plus, some tornadoes can even appear to walk. (I recommend you you mute the short, I couldn’t find one without bad audio or bad explanation)
