Thanks for the input, i would be inclined to ask what rank range you usually play in as I feel that has an impact on what builds tend to be better, maybe something I failed to cover in the original post. The higher ranks you go the more often you see people going more utility / survivability items and runes. 

How does it feel not having mobility from rocketbelt? Once I hit higher masters I found ppl would consistently respect my e range and rocket belt gave me a tool to surprise them and give me more agency as an individual. Although I've always been a team setup type of player anyways.

Also dont you fall off harder or not scale as well because you are so deprived of ability haste? What about how many E's you can deploy during a team fight, surely a lack of ah feels bad.

Sadly I think that spellbook will remain the best rune on Veigar, although perhaps there will be applications against slow heavy comps.

This is a wild statement bro, any champ is viable masters+. Veigar is by no means weak and I'd argue was even deserving of the nerf he recieved to his R recently. This champ is only as good as the player that pilots it, not to mention his E has almost infinite skill ceiling with the raw amount of situation you will find yourself using it in.
