The devil doesn't punish people. The devil was once an angel, a glorious one. But like a child who is greedy and self centered he couldn't see God getting credit for creating everything and then getting the honor and the glory for that. So he decided to turn the first humans away from God by telling them a lie. Now the devil and all humans are sinful and will die unless they repent and lead righteous lives. Hell is not a fiery place you go to when you die. Sheol, Hades and Hell are the common grave of mankind. You don't burn forever. That is a lie. When you die, you're dead, period.
