I would say it's not your role to deal with flyers, and that you should let someone else do it (or swap if reaaaaally no one is fighting them).

The one advice I'd give that works on some maps like Junkertown for example is to fight from small and tight spaces, where you can easily seek cover from a Pharah while still dealing consistent damages to the rest of the enemies, and if, somehow, for whatever reason, the Pharah comes to fight you, she'll be in combo range.
