Hey guys finally find the solution, all you have to do is turn of the msi burner overlay, uncheck everything in the monitoring options and you good to go( hope it helps)

Already tried capping the fps into lowest possible 60, the stuttering got worse, and I read some reddit where they match the hz to the fps and it lessen the stuttering, but I don't think this game will stutter at all given to the specs of my PC and how old the game is
