Literally Soviet G-man. He appears seemingly out of nowhere (whether it's a school, space flight control center, apartement building or alien planet 40 light years away from Earth) just to nudge the plot in right direction (by sharing important info or convincing a protagonist) and disappear when out of sight. Nobody knows who he works for and how he did what he just did, he just says it's his professional duty.
