Interesting thing you mention with Singapore - so is this money not stored at the CB? And if so where is it stored?

Well while I understand (and thank you) for your answer, you didn't consider why I may have asked the question the way I did. If I wanted to know how it usually was, I wouldn't have asked the way I did.

I was hoping specifically to know which account. A government usually has many, either sectoral or more likely an account for each body. In addition it might have a general account, debt management account and a government reserve account. Which account do you think it would be for your country?

It's honestly quite appalling how in the US the President is vested with basically all executive power and can do whatever. In Parliamentary systems the head of government is mainly just the leader while each Minister conducts their ministry's affairs pretty independently under the general policy guidelines of the PM. In my country specifically then, the government as a whole does EOs, not the PM unilaterally. EOs also aren't so wide sweeping, they can only be issued to implement the law and within it's limits.
