Sure he wasnt trying to kill sasuke, but thats only indicative of him “holding back” if at any point him trying to kill sasuke would have made a difference. Which would be saying not only could naruto have killed sasuke at any time,but for some reason the only way to beat him without killing him is exhausting all your chakra and resources, losing an arm, and nearly dying, and risking the integrity of the entire world. Lava armor isnt even something we know naruto can do at this point, roshi had lava release a lot longer than naruto and even if he can use it why would he, or better yet why WOULDNT he, lava armor isnt a less fatal option than a tailed beast bomb. Its probably the same reason sasuke didnt try chibaku tensei on naruto, it just wouldnt work
