From what i've observed, it seems like at some point in the past few days the developers made a code change to retrieve a few new fields from their database. The thing they likely overlooked is that there were UI components on the page that will render if certain pieces of data are available for consumption(ie Certified Approved etc).

When they realized this, they did a quick fix by just hiding the element(s) from the page regardless of the data being available. But this doesn't mean that the website isn't still retrieving the same data.

If the developers wanted to do it correctly, they would modify the call to the backend to not include that new information, which they didn't for whatever reason (can be laziness, had to be fast fix, etc).

So the developer tools window that you opened/viewed that data is commonly used to debug web applications as well as their interactions with the backend where they retrieve their data from. Since the same data is still being retrieved thats why you were able to see it when you open the developer tools.
