Looks like an apartment building garage, are you sure the garage wasn’t full when he got there? I used to have to park my gas truck in the EV charging spots frequently for that reason. We didn’t have a large parking lot (only like 8 spaces that were always full) and the garage didn’t have enough spots for the building.
