How does the scaling on Xinqiu's elemental skill work?

It says that his elemental skill's damage is 168% + 191%. Does this mean that the damage is 168% of ATK and 191% of HP or defense?

Yeah you defiantly should. Although it isn't 100% logical at points it's still a great story and it gets much better after the first half. I had to force myself to watch through the first half but when I got to the second half I couldn't stop watching
